Key developments in the Kazakhstan insurance market: 2025–2026

Growth in premiums and claims payments in 2025, changes to MTPL, new supervisory priorities, the Programme to 2030, the draft new law and a single financial ombudsman. Six key events with dates.

Below are the events of recent months that have the greatest impact on the work of insurance intermediaries.

1. Results of 2025: Growth in Money, Fewer Contracts

Data as of 1 January 2026. There were 25 insurance organisations operating in the market, 10 of them in life insurance. In 2025, assets grew by 25.1% to 3.9 trillion tenge, premiums grew by 12.5% to 1.7 trillion tenge, and payouts grew by 38.1% to 461.4 billion tenge. The market's net profit amounted to 245.6 billion tenge. At the same time, the number of contracts fell by 2.4% to 22.4 million. Premiums in compulsory classes grew by 8% to 271.8 billion tenge.

2. New MTPL Rules

29 December 2025. It was reported that an ARDFM resolution had been signed with amendments that took effect in 2026. Motor insurance has become cheaper for those concluding a contract for the first time, the "bonus-malus" calculation has been clarified, insurers are responsible for the accuracy of data in the Unified Insurance Database (ESBD), and brokers disclose the amount of their commissions.

3. Supervisory Priorities for 2026

2 March 2026. The ARDFM announced a transition to an integrated supervision model based on the Insurance Core Principles, Solvency II and IFRS 17. Customer complaints have become a risk assessment factor in the SRES system. Earlier, on 27 January 2026, Resolution No. 3 introduced limits on loadings in rates for voluntary insurance of individuals and mandatory mystery shopping of policies from insurers.

4. Market Development Programme to 2030

24 August 2026. The programme was presented at a round table: 6 areas and 18 initiatives. It includes a unified model of compulsory insurance, compulsory home insurance against natural disasters, separation of the functions of agents and brokers, insurance marketplaces and a Central Actuary. In total, five new classes of compulsory insurance have been proposed. Besides home insurance, these are insurance for foreign tourists, agricultural insurance, property insurance against fire and SME liability insurance. All of them except home insurance remain proposals for now.

5. Draft Law "On the Insurance Market"

15 September 2026. The draft of the new law and an accompanying bill have been put up for public discussion until 7 October. The law is to replace the 2000 Law "On Insurance Activities". At Kazakhstan Insurance Forum 2026, held in Almaty in September, the ARDFM reported that insurers' assets reached 4.1 trillion tenge as of 1 July 2026.

6. Unified Financial Ombudsman

30 September 2026. The chief financial ombudsman and sector ombudsmen have been elected; in the insurance sector this is Kanat Aligulov. The service will start operating on 1 January 2027 and will unite the banking, microfinance and insurance ombudsmen. Consumer complaints are considered free of charge.

Takeaway for intermediaries: the market is growing, but the regulator is simultaneously tightening control over the quality of sales and preparing a new legal framework for intermediation. The most important upcoming deadline is 7 October 2026, when the discussion of the draft law ends.
