Committees of the Association

Which committees operate within the association, what each of them is responsible for, and how they work with consumers and market participants.
Most of the association's expert work is carried out by its committees: standing bodies, each responsible for its own area. Committees are established by the Board, operate under approved regulations and report to the Board. This structure allows the work to be shared among specialists and decisions to be taken collectively rather than by one person.
Committee for the Protection of the Rights of Insurance Consumers
The key committee for consumers. It considers requests concerning disputes that arise in the performance of insurance contracts: refusals to pay, reduced amounts, delays, unclear terms. The committee analyses the contract and the claim documents, prepares recommendations and helps build a position for negotiations with the insurer and for pre-trial settlement.
Chair of the committee: Daniyar Alibiuly Isatay.
Accreditation Committee
Responsible for analysing the insurance market from the consumer's point of view, summarising client reviews and accrediting market participants: insurance companies, intermediaries, specialists and service organisations. The committee checks whether an applicant meets the association's criteria, decides on granting, suspending and terminating accreditation, and maintains the register of accreditations.
Chair of the committee: Galina Mekhrapolkyzy Musayeva.
Membership Committee
Oversees relations with the full and associate members of the association. The committee reviews membership applications, checks whether applicants share the association's goals, advises members on their rights and obligations and monitors compliance with the Code of Ethics.
Chair of the committee: Nazgul Kairzhankyzy Isabuk.
Mediation Committee
Promotes the use of mediation in insurance: negotiations with the help of a neutral mediator who assists the parties in finding an acceptable solution themselves. The committee promotes mediation as a way to settle disputes without going to court, explains its possibilities and limits to consumers and market participants, and encourages disputes to be resolved through negotiation.
The chair of the committee is appointed by the Board.
How the committees work
- Collective decisions. Decisions are taken at meetings with the participation of committee members, not by one person.
- Recusal in case of conflict of interest. A committee member connected with an organisation under consideration does not take part in the decision.
- Confidentiality. Information from consumers' requests is used only to consider the specific matter.
- One set of rules. Committees apply the same criteria to all market participants, whether or not they are members of the association.
- Accountability. Committees report to the Board on their work and bring systemic issues before it.
What the committees do not do
The committees do not replace an insurance company, the insurance ombudsman, the regulator or a court. Their recommendations and opinions are not binding on the parties to a dispute and do not guarantee a payout. Their task is to give consumers a professional assessment of their situation, a clear course of action and support in dialogue with market participants.
